I am not following you as "everything but Full Control" is Modify, and
if you look at that by highlighting and editing within the Advanced view
you see that this "Modify" for "This folder, subfolders, and files" does
not have Delete subfolders and files to begin with.
There are a couple ways to go at what you are after for the second
group can be effected a couple of ways. What I find more direct is
to use two ACEs. One for Files only granting Modify (it was only
that these accounts should not delete folders, right?). The second
ACE should be for This folder and subfolders, and you should
uncheck Delete (just plain Delete, not Delete subfolders and files)

I can't figure this out. It should work but doesn't. We have a folder
called Data on our file server, and a folder in there called Client. All
users should be able to make a folder, sub folders and files in the Client
folder.
But only three users should be able to modify or delete the folders in the
Client folder.
I've made two groups, one with the three users allowed to delete or
modify, and one group with everyone else.
The first group gets everything but Full Control.
The second group gets the same, except I go into Special Permissions and
remove Delete Subfolders and Files. Users in the second group can still
delete subfolders. (Yes I've logged them off and on again between tests).
Any ideas?
