Does users have admin priviliges?



There is a GPO that prohibit software that will install as a user.

Computer Config/Administrative Templates/Windows Components/Windows Install

Prohibit User Installs



To deal with software already installed, you could have a script that deletes them from %username%/Application Data/etc
