special permissions on folder don't work

Hi there.
I can't figure this out. It should work but doesn't. We have a folder
called Data on our file server, and a folder in there called Client. All
users should be able to make a folder, sub folders and files in the Client
folder.
But only three users should be able to modify or delete the folders in the
Client folder.
I've made two groups, one with the three users allowed to delete or modify,
and one group with everyone else.
The first group gets everything but Full Control.
The second group gets the same, except I go into Special Permissions and
remove Delete Subfolders and Files. Users in the second group can still
delete subfolders. (Yes I've logged them off and on again between tests).
Any ideas?
