Stop syncronization of ALL roaming profiles at logout

Hello,
Recently I noticed that regular users had access to each others
roaming
profiles. I followed Microsoft documentation to set appropriate ntfs
permissions here:

After setting permissions I noticed that upon logout ALL roaming
profiles (that is if multiple users login to a computer a local
"roaming" profile is created for each) are synched, not just the user
logging out. This leads to error messages because the user logging out
no longer has access to everyone else's profile share. Is this by
design?
I have scoured the web for information about this issue but have found
none.
Is there a way to stop profile synchronization for all users except
the one logging off
