To get into BIOS, tap on the key Delete before windows loads.
But are you trying to reset the password of the Windows user account or the
password of the BIOS? If it's the latter, you will need to remove the CMOS
battery from the motherboard to reset the BIOS password.

I have a reset password CD and to use it I need to get into the bios before
the OS starts up to reset the administrators' password. How can I get into
the bios to change the administrators password? I do not know the password
for the administrator and wish to set it to blank. I have a XP 64 bit OS
