I am at my wits end trying to get an application to run on Windows

Sure, why not.
My test harness runs correctly on both servers when logged-on as an
Admin. When I use a vanilla user ID, the test runs correctly on the
Windows 2000 Server. However, when I take the same steps with the
Windows 2003 Server, no luck, errors out. For point of information,
my test harness inputs and outputs .XML files.
Any insight appreciated.
You might share some information about the error message text is, if there
are any related entries in the event log, if you are aware of any frameworks
it uses (e.g. Java, .net)...

I'm always surprised at "professionals" who STILL have to be asked "Have you
checked (event viewer / syslog)".
