I think I am seeing how you are reading the message. I was getting
thrown off track reading it as saying during execution of OnEnd not
as saying in order to execute OnEnd.
That is quite odd, at least if you have earlier routines like OnStart
and they do not fail in this way.
I would suggest checking the password for the IUsr account is still
in sync with what is entered in IIS but of course it is, else you would
have had other problems.
Is the identity of the app pool you are using in the required groups?
Have you tried posting over in one of the newsgroups
microsoft.public.inetserver.iis.* ??

i removed all onends and it still produces same error.
I suspect the problem is with imperdonation of the IUser internet
anonymous account.
