You can create an ipsec filtering policy that uses permit and block filter
actions to manage network traffic. For instance you could start with a
mirrored block all IP rule and then create a rule that uses the permit
filter actions and define the allowed exceptions for ports/protocols in the
filter list. The link below explains more on the concept of creating an
ipsec filtering policy. Ipsec can be used with the Windows Firewall. ---
