Try booting into Safe Mode to scan for viruses and make sure that your anti
virus program is current with definitions as of today from the vendors
website. Also scan for spyware in both Safe Mode and regular startup.
AdAware SE is a pretty good program for detecting and removing spyware if
you currently do not have one and spyware can be a cause of sluggish
performance though hopefully no one is internet browsing from a server. Also
make sure you are using a properly configured firewall to protect your
computer and network and keep current with critical security updates at
Windows Updates. You can use the command tasklist /svc to see the services
associated with each svchost process to review if unwanted services are
running on your server.--- Steve

Sysclean that is an excellent free malware detection and removal
program that does not need to be installed on your computer.
