You didn't mention what version of Windows you're using. Windows 2000 and
newer comes with disk quotas, but you have to have users log in [using
Windows accounts] for this to work. Microsoft Windows quotas are set per
disk partition [not per folder] and the usage counts get unpredictable if
the "owner" of the file is changed by administrative action or tape backup
restore. There are some issues to consider when using disk quotas,
especially when trying to use them for HTTP / FTP. Users may or may not
necessarily get a friendly warning message when space runs out for example
and may not have a way to view space remaining, unless your programmers code
a way for this to happen. But it's free, supported and native to the
system.
There are other third party tools no doubt that also do disk quotas, I'd
have to google for those.
