You can do this with NTFS special permissions. With special permissions you
have groups/users listed more then once which could be done with different
access control list settings that can be seen in the apply onto box. So for
folders and subfolders you would want to make sure the group does not have
create folders permission. On a default installation if you look at the
special permissions for the drive folder you will see how this works which
shows users being listed three ties with different permissions to
possibilities in the apply onto box. The link below explains special
