Denying Remote Access to Registry

This article defines a registry key whose ACL can be used to deny remote
access to a Windows registry:

On a Windows 2000 server, I checked and the winreg key referenced in the
above article had an ACL that allowed Administrators R/W access and Backup
Operators no access. I logged into a different computer as a normal Domain
User, and I *was* able to connect to the computers registry but only
read-only.
Obviously there must be more to restricting remote access to a registry than
what the article above is referencing. What might be some reasons that I
was able to read the registry remotely?
