CDROM Drive access denied

I have a Windows 2000 Server that has a CDRW drive available as H:and is not part of a Domain. This server is a standalone machine. If I try to access the CDRW drive I receive a dialog box that says, "H:\ is not accessible, Incorrect Function". The user account that is being used is Administrator. I have look in the local policies and have not found any indication that the drive is being disable through a policy, but that is not saying much because I am not sure that I am looking in all the right places. Does anyone know how this restriction to the CDRW could be set and how to re-enable the drive?
