Yes, I am using https. Here is more background information:
I cannot access this site from ANY computer on my network which has a static
IP address. My dial-up connection uses dynamic IP addressing. This is a
site that requires authentication. The site owner gave me the certificate
to install. I can access other secure web sites from the DSL connection. I
could connect successfully at one time. One thing that might be helpful is
I used to get the Windows "Security Alert" popup, but I no
 longer get that (not even when using the dial-up internet connection).
Eventually the URL times out and I get the "page cannot be displayed"
message.
