L2TP server behind NAT on 2003

Once, I read somewhere Microsoft Windows Server 2003 can run IPSec NAT-T
(especially L2TP server) behind NAT, but must be hosted directly on the
Microsoft NAT server. Is this true? Probably not, but I would like to
prevent unpleasant discoveries in the middle of the night....
