Thanks for your reply.....
Your answer led me to look deeper into this issue. The right click (to set
as background) is actually disabled in IE as well as Explorer but users are
still able to save files in a public folder. Once they save the images there
they can open the viewer directly in Microsoft Picture and Fax viewer. Now
at this point they are able to set image as background. Therefore, I now
have two options, disable MS fax/pic viewer or find way to change the
default picture editor (ie Paint.).
I am hoping I can gather some expertise here!!!
Also i hope this helps other people who may be plagued with this issue!!
