Changing wallpaper on desktops

Hello All,
I have a public environment and I am experiencing users being able to change
the desktop wallpaper although I have a GPO set to restrict this action. Has
anyone else encountered this problem? I am getting the Mozilla firefox image
(stretched) often on my desktops. I am wondering how the users are
circumventing the GPOs in order to make chages or is it getting modified via
some script. Any insight would be much appreciated.
