    There is a Group Policy setting that can disable the command prompt. Look at
    your configured Group Policies under user configuration/administrative
    templates/system - disable command prompt to see if that setting is enabled
    or not. You can use the support tool gpresult while logged on as a user to
    see the Group Policies for user configuration that are applying to a user.
    The /v switch will give much more detail and you may want to pipe the
    results to a text file. For domain users if you are in a Windows 2003 domain
    you can use the mmc snapin for Resultant Set of Policy to see exactly what
    settings are applying to a user and what Group Policy is applying the
    settings. XP Pro also has the RSOP mmc snapin. It also sounds like Group
    Policy is also enforcing Web Content Zone settings. --- Steve
