I can't remember having that problem but if this is the first time you have
used Windows 2003 Server you should know that by default IE Enhanced
Security is enabled which you can disable or enable for certain users. The
link below explains this more and hopefully may help and it mentions there
is two trusted lists when IE enhanced security is enabled. I thought that
Windows Updates was added to the trusted list by default but I may be wrong
