Applying hotfixes and servicepacks

Hi,
I thing I've been wondering about is applying hotfixes and
servicepacks on Windows 2000 and 2003. On Windows NT you basicly had
to apply the servicepack again every time you just looked at the
original pre-SP Windows NT cd. But how is it with fx Windows Server
2003?
Take for instance a scenario where a server is installed with Windows
Server 2003 and IIS - and all available hotfixes from WindowsUpdate is
applied along with SP1 after IIS is installed, overwriting some of the
original IIS files containing security flaws. If I uninstall IIS from
the server, the files are removed, hence if I after removing IIS
choose to install it again, Windows Add/Remove prompts for the Windows
Server 2003 cd. After having installed IIS again do I then need to
apply SP1 again? If I run WindowsUpdate it can see I have SP1 and all
available hotfixes installed - but it doesn't know that I have removed
IIS and reinstalled it again from the original pre-SP cd. The same
goes with hotfixes.
Does Windows somehow control this, saving all the updated SP-files,
overwriting files installed from the original pre-SP cd? Or do I have
to apply the SP and hotfixes again like in the NT days?
