It has nothing to do with tricking the OS. The OS has a mechanism to extend the
functionality. The built in functionality does not have the capability to have
different policies based on attributes of the users (whether location or some
other value) and you can't trick it into having it. You either need to buy or
write the necessary extensions to get the added functionality.
