The administrative shares ( c$ ) are only accessible to admins.
The way to proceed is to
1. define what access you do want to all, for each folder
2. define a parent folder, and within it define each folder that
    you want to have accessible by share
3. set the NTFS permissions on the parent to List/Read for all
    groups that you do want to have access to something within
4. set the NTFS permissions on each subfolder where there are
    different accesses desired so that the subfolder and its sub-
    structure is as needed
5. share this parent folder and set the share permissions to the
    so that it allows all groups used of the NTFS permissions in
    this total area, each with the highest permissions granted to
    that group in the NTFS settings
