To access the folder, you can take ownership of it and reset the
permissions. On the Properties tab-->Security-->Advanced-->Owner.
Do you want to prevent users from creating new files or folders? In that
case, you can deny them the Write permission to that folder. You should also
avoid assigning the Full Control permission, since that will allow a user to
change permissions to a file or folder.
