As Chris mentioned the AD force logoff setting only logs users off of domain
resources. If you have to log them off of the local computer you might look
at using the AT command and the logoff or shutdown -l command to forcefully
log off any user at a particular time. AT commands can be used in a startup
script to be assigned to computers within the scope of Influence of a Group
    Policy. ---- Steve

    use the AT command.
