User cannot change password

There's a single user in my Windows 2003 domain who cannot change his
own password.
Our domain has been set by group policy in order to ask to users a
strong password, (min 8 chars, numbers and special chars).
When this user logs in and tries to change his password the system
answers with the following message:
"Windows can not complete the password change for user name because:
The password does not meet the password policy requirements. Check the
minimum password lenght, password complexity, and password history
requirements"
The user tried with many different and complex password but he result
does not change.
The administrator can change the user's password with no problems, but
the user cannot.
Any help would be appreciated.
