    I misread your post in that you were talking about administrative
    templates - not security templates though the information I posted about
    security templates [.inf files] is still good to know. You can modify
    administrative template so that they can also be managed by Windows 2000
    domain controllers. The newer settings will apply to XP Pro/W2003 computers
    as described in the setting for Group Policy. Sorry for the confusion.
    Windows XP SP2 has new .adm files for the new SP2 Group Policy settings such
    as for Windows Firewall and Internet Explorer security. The links below may
