sharing out folders on their computers <-- Must Stop -->

Can someone explain to me how I can go about keep a user from sharing out
folders on their computers?

Scenario: I have a "user / with admin rights over his machines" who
seems to want to share info from folders on his desktop to some users within
the company.

I am looking for a way to stop this from happening.
