Power User Vs. Admin

Is there any documentation that describes the exact differences between a
power user and members of the admin account? I have an application that
will not run unless users are admins. I really can give them admin access
but I know that the app does not work if they are power users. Therefore I
suspect the issue lies somewhere in-between.
