Commonly this is seen when a machine is no longer fully,
correctly joined to a domain - such as when a restore from
an old image has caused the machine's belief of its password
to be too old compared to the domain's belief.
Also, if the domain controllers and the machine are not able
to negotiate and consumate a security protocol or signing
policy for communications/schannel, then there can be a
failure during the authentication attempt which ultimately
results in the failure, but IIRC this error msg does not show
up on the authenticating domain controller in all cases then.
