Disabling IE Enhanced Security Configuration

Hello,
I have a windows 2k3 server which I'm having problems disabling the IE
Enhanced Security Configuration. The component is unchecked in the windows
components dialogs under Add Remove programs, and IE's start page tells me
that it is disabled, but IE still behaves like it is on (none of my intranet
servers, are considered on the intranet zone, unless I manually add them.)
Also if I check the registry key
HKCU\Software\Microsoft\Windows\CurrentVersion\Internet
Settings\ZoneMap\IEHarden is has a value of one which is supposed to indicate
that it is enabled for the current user.
Is there some way to fully disable IE ESC for all users?
