Copy data from Windows 2k3 Server to another Windows 2k3 server

Can anyone recommend the easiest way to migrate data from one Windows 2003
Server (A) to another Windows 2003 Server (B) while retaining the security
(File permissions)
that was set on the Windows 2003 Server (A)?

We do not have access to 3rd party backup software or tape drive. However,
we can establish Ethernet network connectivity.
