looking for a TID that says how to create a restricted 'role'

    I am looking for a TID that says how to create a restricted 'role' or group
    that is allowed to only Shutdown / Restart a computer and Look at the event
    logs.
    I have searched & searched & find a lot that talks about - but nothing that
    shows how to implement.

    I want to take it further then by creating the role or group in Active
    Directory and using it in a GPO.
