I have not had the need to do that but it is my understanding that if you
reinstall the operating system and name the computer the same, install the
same service back that the backup had, and then restored the System State
Backup you "should" be ready to go ASSUMING the new computer had like or
near like hardware. To be sure I would test that on an isolated test network
to see how well it works. If the server also used Web Enrollment you may
also need to restore IIS configuration from backup. I have restored the
System State of a domain controller and it was like the domain never missed
it except that it replicated with the other dc's for AD data. There is a
procedure to move a CA from one computer to another. The procedure below is
for a Windows 2000 CA. I could not find one for W2003 CA to see if it was
different or not.
