Hi,
Firewall usually does the trick :-). Disable HTTP(S) traffic and only allow
POP3 etc.
If you need a workaround, you can always assign IE an invalid proxy address
(e.g. just a "random" IP 10.11.12.13 ... -- this would disable IE's ability
to access internet while still allowing POP3 client to be used).
With information that you provided I can't go into details of
implementation. If you e.g. have active directory environment you can use
Group Policy to force this proxy settings and prevent changes. You must also
prevent installation of alternative browser (e.g. Mozilla) and this is the
reason why it makes more sense to block HTTP(S) traffic on the firewall...
