I think I'm missing something. What is CNC?

In most set ups the network will function just fine for file access without
a connection to the Internet.

I guess I'm not following *something*. Does the server need Internet access?

Short of pulling the cable connecting the network to the Internet, there is
*something* on your network that is sharing the Internet connection. It can
be either software or hardware. You need to determine what is sharing the
internet connection and investigate the methods it uses to control the
access.

If it access the Internet you will need some virus software installed on it.
