NTFS Permissions Question

I have a shared folder called reports..everyone has full permissions through
the share..There are 5 sub folders with various types of reports in each
one. What I would like to do is give users the ability to access the reports
and be able to modify and save data back to the original report but not be
able to create any new files in the folders. Is this possible with NTFS
permissions? When I set the sub folder to read only and the individual files
for full permissions, the user cannot save the file back in the same place.
