Hi Herman-

I have not tested this to verify if it meets all of your requirements but
you could try giving the users, or a security group they are a member of,
Read and Execute Allow NTFS permissions on the 'root' of the share along
with the advanced NTFS permission of Create Folders / Append Data Allow.

You would also need to give Creator Owner Full Allow at the root share
directory and make sure that the permissions are set to inherit for all
child objects.

Again, I have not tested this solution but it may fit the bill or lead you
to the ultimate answer...
