Setting Share Permissions Windows 2003

Is there a utility to change share permissions similer to cacls, or changing
the default share permissions? In Windows Server 2003 the default shared
permissions is "Everyone has Read".

We have a command file that creates user directories, uses calcs to add the
user to the acl with change permissions, then shares the directory.

The problem we are having on 2003 is that everyone has share permission of
read by default, and users can't place, modify, or remove files within thier
share.

We would like to change the default share permissions to "Everyone Full
Control", or use a utility to change share permissions.
