Third-party certificate requests

I have an apache server running openssl and have managed to generate a
certificate.
I am also using windows 2003 as a CA for my network.
I have the file as:
-----BEGIN CERTIFICATE REQUEST-----
-----END CERTIFICATE REQUEST-----
But when I try to submit the request in the Certification Authority window,
I get this error:
The request contains no certificate template information. 0x80094801
(-2146875391)
Denied by policy Module 0x80094801, The request does not contain a
certificate template extension or the CertificateTemplate request attribute.
How do correct this error?
