This sounds more like the Import menu item was selected than the Request New
Certificate item. If the Request New Certificate menu item is selected a
wizard will pop up and the second page should give the user the option to
select a template from a list of available templates, this will only work if
the computer is in a domain, the current user is logged in as a domain user
and an available Enterprise CA can be found.
