I may need to define my question again.

I do not want user use a complexity password. e.g. Abc;!123
But I also don't want user to use simple password. e.g. 123
my password requests at least 8 characters including numbers and char is
enough , e.g. 1234abcd not need 12Ab.,!@ --> (this one is too complexity)

Some users can not understand the complexity password mean and they are hard
to change their password to complexity password. In addition, the complexity
password is hard to remember.

My server is windows server 2000.
