You would have to write and implement your own custom passfilt.dll which would need
to involve a programmer. The link below has some details on that.

However I think you are overstating the problem. The special character can be any
punctuation character or character on the keyboard above the 1-0 such as ! or $ and
it will help strengthen your passwords quite a bit. Try to communicate to your users
what the special characters are and give them some examples of passwords that use
