Migrating Web App to Windows 2003

I´m having a problem in migrating a Web App that uses ASP pages and a VB DLL
from a Windows 2000 server to a Windows 2003 server. The DLL is instaled in
a COM+ package. When I run in Windows 2000 everything works fine. When I run
in Windows 2003 a get the message erro below. Does anyone know how to set
the security of Windows 2003 to run an unmanaged DLL?

Server object error 'ASP 0178 : 80070005'

Server.CreateObject Access Error

/Servicos/Servicos.asp, line 20

The call to Server.CreateObject failed while checking permissions. Access is
denied to this object
