I assume you indicate what is call Local Security Policy in
the start mem. This shows only the security settings portion
of the policy settings as stored in the security.sdb.
A template, viewed in its snapin will show much more.
When the template is applied, its settings are put in place.
However, not all of them are repeatedly enforced by the
engine on a stand-alone machine - rather, it is a one-time
application of a number of categories of the settings.
