Accessing Shares on Workgroup

I have Windows 2003 Server setup on a machine in a small 5 computer network.
All the other machines are running either 2000 professional, except one that
is running 98.

There is no domain, and they are all members of the workgroup WORKGROUP
(imaginitive name eh?)

Between the other machines I can access the administrative shares as well as
the explicit shares. However, I can neither access shares ON nor FROM the
2003 machine.

What am I doing wrong?
