read and write permission does not delete word ~ files

    I have a folder on Windows 2000 where the user has read&execute and write
    permissions. Whenever he opens a file from this folder word creates a ~
    file. This is not deleted when he closes the file and he is unable to delete
    it directly. I can give him modify permissions but that seems negate the
    reason for securing the files
