have you tried granting them List
(which if you look in the adv dialog you will see is
set to apply to This folder and subfolders, but not files)
and then grant Write but edit it in adv dialog so that
it applies to This folder only
Write usually grants Create Files/Write Data as you
mention becasue it defaults to This folder, subfolders,
and files. The Create Files part is a folder ACE value
while the Write Data part is a file ACE value. Hence,
if you restrict to This folder only you have not granted
Write Data on files.
