User Rights in Mixed Domain

Hi
When using "user rights" option in user manager for domains on a NT4 BDC
server in a windows 2000 AD Domain with one 2000 server as the domain
controller with AD. I get a error. "A specified privilege does not exist."
Is this normal as all else works fine.

I want to adjust the "log on Locally" right for exchange web access
Currently only administrators can access the owa. Even the logon.asp page
first prompts for a username and password.

Anonymous access is enabled correctly.
