Local Security Settings Problem in Windows Server 2003 Standard Edition

We have several non-domain controller servers that are giving us
trouble when we try to have services start using a specific user
account. The servers are running Windows 2003 Server Standard
Edition.
The Local Security Settings for the Act as part of the operating
system and Logon as a service policies have been set at the domain
level. We have added the user accounts the services are to use at the
domain level and once the non-domain controller server is rebooted the
services will start fine. If you check the Local Security Settings on
the non-domain controller server you can see the user accounts listed
in the Act as part of the operating system and Logon as a service
policies.
If the server is rebooted when it comes back up the services will not
start because the user has not been granted to needed security
settings on the PC. If you go back into the Local Security Settings
on the non-domain controller server you can see the user accounts are
no longer listed in the Act as part of the operating system and Logon
as a service policies.
If you go back into the Local Security Settings at the domain level
and remove the users from the Act as part of the operating system and
Logon as a service policies then add them again the services will
start again once the non-domain controller server is rebooted.
Any ideas would be greatly appreciated.
