Have you recently just modified either
- IPsec, to begin using for first time (is this W2k upgrade?)?
- login script that will affect all attempted accounts?
- processes that start at login: startup, run, runex, runonce, etc.?

Can you login with in one of the safe mode boots (w/. or w/o net)?

If this began on next boot after an install have you considered use
of Last Known Good ?
